Indonesian’s Defense Posture in Timor-Leste Border areas

In Mahein nia Hanoin No 1 (English.pdf), we will discuss Indonesia and Timor-Leste, both countries in transition. This transition encompasses not only each country’s socio-economic and political situation, but also the relationship between the two countries from a security point of view.

For 24 years between 1975 and 1999Indonesiaand Timor-Leste were adversaries locked in military and political conflict.  This conflict resulted in hundreds of thousands of deaths of Timorese, and some tens of thousands of Indonesians.

The relationship between Timor-Leste andIndonesiais intimate.  Not only do the two countries share a tragic history as a result of the Soeharto dictatorship but both countries share colonial experiences, geographic proximity and a number of regional friends and allies.

This paper examines the situation of primarily the Indonesian armed forces (TNI) in the shared land and maritime border areas between Indonesia and Timor-Leste.  This paper asserts that the Indonesian armed forces at an institutional level are growing increasingly friendly towards Timor-Leste.  However, the paper asserts that the ongoing robust Indonesian military presence in land and maritime border areas is not necessarily a positive policy.  Furthermore, that the Indonesian armed forces, being in a state of transition have a perception ofIndonesia’s security interests which is not in alignment with the growing friendship between Timor-Leste and Indonesia.

Economic, social and political ties between Indonesia and Timor-Leste are growing in largely positive ways and at a speed which could be conceived just a few years ago.  Intergovernmental, business, family, cultural, ties are expanding in almost every way.  There are however some as yet not totally resolved matters of justice for crimes committed between 1975 – 1999.  These matters remain very serious for many Timorese, as they do in different ways for those inIndonesia. It is consequently a very delicate and complicated relationship.

The position of Indonesia’s armed forces in border areas does not yet appear to fully recognize how delicate and complicated this expanding relationship actually is, as numbers and capabilities of these forces is increasing over the last decade.

An important consideration is that Timor-Leste’s defence force (FALINTIL-FDTL) is also in transition. FALINTIL-FDTL is moving quickly from a guerrilla force to a more modern and professional institution.  Along with this modernization comes a wide array of increasing numbers of defence personnel and types of defence capability, especially in the maritime area, although development of an air component of the defence force is underway as well.

This paper asserts that due to the rising profile of the Timor-Leste defence force set alongside the continuing militarized position of the Indonesian armed forces in border areas that both Governments should pay stronger attention to this fact and make necessary policy adjustments.

The FM concluded the report with some important recommendations to both government to apply dealing with border issues.

That the Government’s of Timor-Leste and Indonesia seek to develop unique border management apparatus with the only security personnel on the border being police.

That the Government’s of Timor-Leste and Indonesia pro-actively informs their citizens of the details of growing defence and military links between the two countries.

That the Government of Timor-Leste consider its response to border management in a soft border regime system only.

That authorities on both sides of the border conduct regular security meetings at the Dili-Jakarta, Dili-Kupang, and at the local district to district levels.
